Ukrayorukh, Leonardo and ENAV signed a Memorandum of Cooperation

UkrAirorukh and Leonardo and ENAV signed a joint Memorandum of Cooperation in the support system for the restoration of air traffic control in Ukraine.

During the Ukraine Restoration Conference held on July 10, 2025 in Rome, UkrAirorukh and Leonardo SpA and ENAV SpA signed a joint Memorandum of Cooperation, which laid the foundations for the restoration and modernization of Ukraine’s air traffic control infrastructure within the framework of the Ukraine Air Traffic Restoration Action Plan (UARRP).

This Memorandum is an important step towards restoring Ukraine’s air traffic control capabilities, which were significantly damaged as a result of the war.
As part of the cooperation, Leonardo, a leading European company in the field of aerospace, defense and security technologies, acts as a supplier of technological solutions and infrastructure components for the implementation of the plan.
ENAV, the national air navigation service provider of Italy, provides operational expertise and consulting services, and Ukrealorukh acts as the end user and beneficiary of the restored infrastructure and implements relevant projects.

The parties committed to jointly coordinate the development and implementation of key projects within the Recovery Action Plan, as well as to work closely with institutional partners to find funding. The first step in implementing the agreements will be the transfer of primary radar systems to Ukraine.

In parallel with the signing of the Memorandum, two Agreements were concluded between Leonardo, ENAV and Ukrayorukh on the free transfer of five primary radar systems and related equipment. Despite the fact that these systems are not new, they are expected to make a practical contribution to the restoration of basic surveillance functions in the airspace of Ukraine and will allow for the gradual restoration of safe flights in the Ukrainian sky. This step is the first practical stage in the implementation of the Recovery Action Plan, demonstrating the support of Ukraine from Leonardo and ENAV.

The Memorandum of Cooperation and the Agreement on Free Transfer are the first important step within the framework of international cooperation related to the restoration of Ukraine’s civil aviation infrastructure.
