The Civil Aviation Authority (CAA) will launch a multi-year Business Transformation Programme to modernise the way it operates and delivers safety and security services, to help ensure New Zealand’s aviation system remains safe, secure and ready for the future.
The Programme is designed to make it easier for aviation participants to work with CAA, by improving digital services, strengthening regulatory decision-making and investing in the people, systems and technology needed to support a rapidly evolving aviation sector.
Importantly, Business Transformation builds on improvements already underway. Alongside initiatives such as the Rules Update Programme and continued work to strengthen regulatory services, it represents the next stage in CAA’s long-term commitment to become a more responsive, consistent and enabling regulator.
Chief Executive and Director of Civil Aviation Kane Patena says New Zealand’s aviation system is entering a period of significant change.
“Emerging technologies, changing expectations and increasing complexity are reshaping aviation around the world. We need to be well positioned to support the sector as it evolves, innovates and grows. “We have listened to, and acted on sector feedback in the development of the Programme, and will continue working closely with aviation participants, industry organisations and other stakeholders as it develops.”
CAA Board Chair, Mark Darrow, says “Business Transformation is about making it easier to engage with CAA while ensuring the continued delivery of safe, secure and effective regulation. It is an investment in better services, smarter regulation and a stronger aviation system for everyone who relies on it.”
Over time, the Programme will improve how participants access CAA services and information, support more efficient and consistent regulatory processes, strengthen transparency and reduce unnecessary administrative effort where possible.
Future initiatives being explored include digital licensing and monitoring services, improved participant portals, smarter use of data and artificial intelligence to support risk-based decision making, modern frontline tools, and technologies that could support seamless passenger screening.
The Programme will be delivered progressively over the next few years and remains subject to normal governance and investment approvals as detailed planning continues.
